You need to trap a Horned Owl in the Owl Trap using 1 Tamin' Treat, and tame it using 10 Tramin' Treats.

Tamin' Treats are crafted using 2 Rabbit Jerky (requested) and 3 Flower Nectar (drops while harvesting Passion Flower crops, available in the market for coins.)

To Tame a Cougar you need to first trap it by building a Cougar Trap, then lure it in using 1 Tamin' Treat.  Once trapped you can tame it using 15 Tamin' Treats.
